How to Get Your MISA License

2. Prepare Documentation: Gather and authenticate required documents including commercial registration from home country, last year's financial statements, and Articles of Association—all attested by Saudi Embassy and Ministry of Foreign Affairs (or Apostille for Hague Convention countries).
3. Submit Online Application: Register on the MISA portal, complete the three-section application (Entity Information, Stakeholder Information, Contact Details), and verify your account.
4. Reserve Company Name: Register your business name through the Ministry of Commerce website.
5. Draft Articles of Association: Create the legal document outlining company governance, stakeholder rights, and operational regulations.
6. Obtain Commercial Registration: After MISA license approval, secure your CR from the Ministry of Commerce to finalize business setup.

Saudization (Nitaqat) Program
Compliance with the new Saudization requirements is essential for a complete business setup in Saudi Arabia. Compliance enables foreign companies to bid on government contracts and access financial incentives for workforce training programs, supporting long-term growth.
The Saudization system uses six distinct color-coded categories to classify companies based on their compliance with the specified hiring quotas. These categories are Platinum, High Green, Mid Green, Low Green, Yellow, and Red.
Companies in the platinum tier typically maintain the highest proportion of Saudi nationals in their workforce. The Red Zone reflects minimal compliance, indicating little to no Saudi employee representation.
Businesses in Saudi Arabia are assigned a unique Nitaqat status based on the following three factors.
Saudization Percentage
Percentage of Saudi Nationals in your company.
Entity Size
The Saudization quota will vary based on the size of your company.
• Small companies (up to 5 employees): Minimum 1 Saudi national
• Medium-sized companies (6-100 employees): Varies by sector
• Large-sized companies (100+ employees): Minimum 30% Saudization rate

The Saudization quota for your Saudi entity will also depend on the activities that your company is licensed for in the Kingdom.
